The reality is that Nusa Lembongan is more expensive than Bali. Everything on the island arrives via the local ferry and is hand carried off at the beach. Expect prices to be higher than in Bali and locals less willing to bargain. Last but not least, another option for reaching Nusa Penida from Bali is the ferry service running from Padang Bai (aka Padang Bay). The ferry to Penida departs at 10:00 and 14:00 daily.
